RUMFORD – Police investigating a case Monday of a convicted sex offender failing to register with authorities uncovered another discrepancy in their register.
Another convicted sex offender living in Rumford had apparently registered correctly on March 19, but allegedly gave the wrong address, according to Detective Lt. Wayne Gallant .
“We started checking the address he gave us, but he hadn’t been at that address for well over a month,” Gallant said Thursday.
According to Maine’s Sex Offender Notification and Registration Act of 1999, someone who is required in another jurisdiction to register as a sex offender or sexually violent predator, or who has been convicted of a similar sex offense, must register as a sex offender or sexually violent predator within 10 days of establishing residence in Maine.
If the sex offender or sexually violent predator changes residence, he or she must give the new address to the designated local law enforcement agency.
After further investigation Tuesday, Gallant and Sgt. George Cayer located and arrested Keith Provencher, 20, of 25 Falmouth St., and charged him with failing to provide a correct change of address within 10 days after moving.
Provencher was released after posting $200 unsecured bail.
Gallant said Provencher was initially arrested by Bucksport police on a charge of gross sexual assault on a victim under the age of 14 and convicted of the charge in 2000 at Hancock County Superior Court in Ellsworth.
