BANGOR, Maine — A federal judge on Monday denied bail to a New York City man who was arrested last week in connection with a crack cocaine distribution ring operating in Bangor.

U.S. Magistrate Judge Margaret Kravchuk found probable cause to charge Jacob “Pinky” Garcia, 21, with conspiracy to possess with intent to distribute 28 grams or more of cocaine base.

Garcia was arrested Wednesday when Maine and federal drug agents and the Bangor Police Department’s special response team conducted a raid using tear gas at neighboring Ohio Street apartments.

Most of those arrested are facing drug charges in state court.

Four, including Garcia, have been charged in federal court in Bangor.

Pauline Rossignol, 52, of Brewer was arrested Wednesday and charged in federal court with the same charge Garcia is facing. She was released Wednesday afternoon after making her first court appearance.

The two others named in the complaint, Manuel “Fish” Trinidad-Acosta, 27, of New York City and Bangor, and Pari Proffitt, 22, of Bangor, who is believed to be Trinidad-Acosta’s girlfriend, were arrested Friday, Assistant U.S. Attorney Donald Feith told Kravchuk on Monday. Both face the same charge as Garcia and Rossingnol.

Proffitt, who was arrested in Bangor, is expected to make her first court appearance Monday afternoon. Trinidad-Acosta was arrested in New York City, the prosecutor said, and will make his first court appearance later this month in federal court there, Feith told the judge. Trinidad-Acosta is expected to be transferred to Maine before the end of the year.

A Garland Street apartment where officers on Thursday night seized a pound of crack cocaine worth about $50,000, a 9 mm handgun and three magazines of ammunition, was leased by Trinidad-Acosta, Feith said at Garcia’s probable cause hearing. No one was in the apartment at the time, according to previously published reports.

If convicted, all four face at least five years and up to 40 years in prison and fines of up to $2 million.
