BETHEL — Selectmen will consider a variety of items at their meeting at 7 p.m. Monday, Aug. 13, in the Town Hall.
The board is asked to approve a bid of $31,445 by Hahnel Bros. Co. of Lewiston for the Cole Block roof.
The only other bid came in after the deadline, that of $31,025 by Industrial Roofing & Siding Co., also of Lewiston, Town Manager Jim Doar said in a memo to the board.
Despite IRC’s bid being $420 less, Doar is asking that selectmen accept HBC’s bid because it was submitted by the deadline and addressed a weight issue to Doar’s satisfaction, he said.
Selectmen are also asked to consider preliminary approval of a fenced, leash-free dog park for public use and enjoyment, according to documents in their packet.
A group of residents, whom Doar said have been working diligently with his office to find a suitable location on public property for the park, will give a brief presentation.
Selectmen, Doar said, are asked to approve the location, which is subject to Planning Board approval of a site plan application if applicable. The park is proposed behind the Shell Station in Davis Park.
Doar has also asked selectmen to authorize him to sign a third-party agreement, when final, on behalf of the town with Oxford Regional Recycling for solid waste. He said the agreement is the first of many steps necessary to strengthen the region’s position.
The board is also asked to accept a Federal Aviation Administration grant of $87,300 for a feasibility study for the Light Obstructions Phase 1 at Bethel Regional Airport.
Doar said the airport receives $150,000 a year of “entitlement” funds from the FAA to be used to implement an FAA- and Maine Department of Transportation-approved Capital Improvement Plan.
Entitlement funds, he said, pay 90 percent of projects; Maine and the airport each pay the remainder.
Although Bethel is legally responsible for implementation and maintenance, Doar said the airport’s share is paid out of the Airport Fund and not by taxpayers through the General Fund.
Selectmen are also asked to approve the transfer of expiring entitlement funds totaling $46,000 to Augusta State Airport.
“This is FAA grant money for specific projects that can only accrue to a certain amount before it lapses,” Doar said.
“The FAA allows airports to transfer expiring funds to another airport with a ‘gentlemen’s’ agreement that, in the event we need additional money for a project, the receiving airport will transfer money to us.”
He said that last year Bethel transferred $53,000 to Belfast for a project.
Among other agenda items, approval will also be sought for concealed weapons permits.
