While watching the Democratic National Convention Sept. 5, a procedure vote was taken. The president wanted the word “God” included and also that Jerusalem was and always will be the capital of Israel.
The procedure vote was an oral vote that required two-thirds of the floor voting in favor. When the first vote took place, the “nay” vote was very easy to understand. The moderator said it was too close to distinguish but the second vote was clearly “nay.” He decided to have a third vote and it was also a close “no.”
The moderator, after much looking around, banged the gavel and said he recognized a two-third majority and passed the motion, to a lot of boos.
Older people, especially, won’t vote on some issues because proponents will keep seeking a new vote until they get what they want. The convention provided a prime example.
