HARTFORD — Selectmen Chairwoman Lee Holman told those attending a hearing on the annual town meeting warrant Thursday night that the ordinance on solid waste management should be approved.
She said the ordinance ought to be passed because it would give the town legal recourse if nonresidents leave their waste curbside for pickup by the town.
The ordinance will be voted on at the annual town meeting at 9 a.m. Saturday, June 15, at the town hall. If all 59 articles on the warrant pass, the budget for 2013-14 would be $742,530, which is $30,000 more than the current fiscal year that ends June 30.
Following the hearing, which was attended by four people, selectmen met and gave Code Enforcement Officer William Kennedy approval to send a notice of violation letter to Loretta Hatch regarding moving her mobile home onto a lot on Church Street without a valid permit.
Hatch was told that in order to correct the violation she has 10 days to provide a tax certificate, as required by Maine law, and make application for a land use permit from the town. Within 90 days, she must comply with the requirements of the town Mobile Home Ordinance. If these requirements cannot be met within the time specified the mobile home may need to be removed from the property.
Kennedy also presented a draft for a new application for an automobile graveyard.
Planning Board member Arthur Harvey asked if selectmen would allow permit documents to be scanned so Planning Board members could see the documents as soon as they are received. He was told there is no scanner in the office.
Holman said she might have one at home.
Richard Ray of the Canton Lake Association said the group would like to declare 2013 as “The Year of the Lake.”
“Hartford and Canton have worked together on many good things over the years, such as the dam replacement and swimming lessons,” Ray said. The association would like to have activities over the entire summer, such as a Chinese snail roundup and a boat launch celebration.
As suggested by Town Clerk Lianne Bedard, Ray will bring a calendar of events to put on a table during the elections Tuesday, June 11, at the Town Hall.
The board agreed to offer the old transfer station building to transfer station attendant Gale Williams, since he is cleaning up the site.
The board also voted for Holman to purchase a stove for less than $500 for the Town Hall.
Tom Hamilton announced that 15 high school students from Westminster Presbyterian Church in Buffalo, N.Y., are coming to town to do service projects. They are being sponsored by Hartford Community Church from June 24-29. If anyone has a serious need for help, they may contact Hamilton at 320-0011.
