- “It’s horrible out. You can’t even walk,” Roxanne Pennell says as she is led by her beagle, Buddy, down Howard Street in Lewiston on Saturday morning. “This is a three times per day thing and I’m just glad he’s not pulling like usual. I don’t want to break my neck, nor do I want him to get hurt.”
