FARMINGTON – Franklin County jail corrections officer Jane Proctor and county Deputy Kevin Hartley were honored Tuesday for their work during the first quarter of the year.

Jail manager, Maj. Doug Blauvelt, recognized Proctor as the Officer of the Quarter during a Franklin County commissioners meeting.

Proctor came to work at the Franklin County Detention Center full time in 2005 and has been a very dedicated employee, Blauvelt said.

“Officer Proctor has shown professionalism in her working career as a corrections officer by being fair and consistent when dealing with inmates,” he said. “She remains level-headed and maintains authority during the most stressful of situations.”

During the transition from a fully operating jail to a 72-hour holding facility, Proctor remained true to her duties and has transitioned very well as she wears many hats that are required with the limited staff on duty, Blauvelt said.

“Officer Proctor takes her job seriously and does what is asked of her in stride without hesitation,” he said.

Sheriff Scott Nichols Sr. thanked her for her efforts.

County patrol Lt. David Rackliffe recognized Hartley as the Deputy of the Quarter.

He told Hartley he was selected by the administration for his positive, “can-do” and “will-do” attitude as well as his continual efforts to improve himself and the workplace and agency.

“Your contributions to effective and proactive law enforcement are visible not only to the community but to your peers as well,” Rackliffe said. “I would like to personally thank you for your willingness to take on new responsibilities and your efforts to grow the professionalism of this department.”

Nichols said since Hartley has joined the force in mid-2013 he has been on “fire” and taking on additional tasks to help out the department. He thanked him for his service.
