PARIS — Police said a Dixfield man faces felony assault charges after he kicked a corrections officer in the groin.
Vance Billings, 38, made an initial appearance in Oxford County Superior Court on Monday on additional charges of disorderly conduct, refusing to submit to arrest and violation of the conditions of his release.
According to an affidavit filed by Rumford police Cpl. Lawrence Winson, Billings was allegedly waving a rake at passing motorists on Rumford Avenue on Sunday. When Winson approached and ordered him to halt, Billings ran, tripped and fell to the ground.
Billings resisted arrest; he kicked an officer in the chest as police attempted to put him in a cruiser, the affidavit said. Billings was taken to the Oxford County Jail in Paris, where bail was set at $5,000.
On Monday morning, Billings threatened to kill officers if they stepped inside his cell, according to an incident report. In an effort to restrain him, corrections officer Matt McDonell was twice kicked in the groin as police attempted to apply leg restraints, the report said. A Taser was used on Billings twice, the report said.
Bail was set at $1,000 cash. He is scheduled to appear in court Nov. 4.
