JAY — Selectpersons will be updated Monday on a proposed special town meeting and warrant article to transfer $6,000 from the undesignated fund to pay additional costs for street lights.
Town Manager Shiloh LaFreniere will also review a proposed timeline for the annual town meeting referendum to occur at the same time as the RSU 73 school budget validation vote April 28.
The Board of Selectpersons will meet at 6 p.m. Nov. 24 at the Town Office.
The special town meeting is proposed for Dec. 8, before the board meeting.
The $6,000 recommendation is based on the current fixtures and delivery costs of $50,319.66 and the total average annual street lights cost per year, LaFreniere said in her memo to the board.
Selectpersons and Budget Committee members reduced the street light budget from $63,449.51 to $48,000 in the budget that was approved by voters, with the intent to remove a quarter of the street lights in town.
The difference between the $50,319.66 and the $48,000 raised in the budget is $2,319.66.
“However, we also paid higher bills in July and August prior to the street lights being removed and the new rates being in effect,” LaFreniere said. She estimates the cost at approximately $1,200 each month, which would bring the total needed to $4,800.
“However, since these are estimates and I want to assure that we have enough in the account to cover the costs for this year, I have recommended $6,000,” she said. “Any monies not used will simply roll over into the general fund on July 1.”
Board members will also hear a budget proposal from Mac Haynes in regard to the local cable channel.
The proposed budget is $37,570, according to Haynes’ information submitted to the town. The revenue sheet includes $12,000 in cable fees and $6,200 each from Jay, Livermore, Livermore Falls and RSU 73 to help support the cost of the government/education television station.
In another matter, LaFreniere has requested that two selectpersons volunteer to work with her, and that members of the Fire Rescue Department update the department’s bylaws.
