JAY — Voters will consider the 2015-16 municipal budget referendum on April 28, 2015, the same day they will head to the polls for the Regional School Unit 73 school budget validation referendum.

Selectpersons agreed by consensus Monday to change the annual town meeting from June to April to align the two votes.

They also agreed on a tentative time line for the budget process. Town Manager Shiloh LaFreniere said she has sent the proposal to RSU 73 Superintendent Kenneth Healey. There are no conflicting dates with the school district budget process, she said.

Under the tentative schedule, all proposed budgets are due to LaFreniere for review by Jan. 21, 2015.

Nomination papers for selectpersons and RSU 73 directors will be available on Feb. 2.

Selectpersons Pearl Cook’s and Board of Selectmen Chairman Steve McCourt’s terms will be up for election at that time.

The district’s website did not indicate which positions in Jay would be up for election in 2015.

Nomination papers will be due back to the Town Office on March 16.

LaFreniere said she checked with the Maine Municipal Association and following the vote on April 28, the winners of the selectperson elections will take their positions at that time. She said she didn’t know if the school directors’ positions would follow the same pattern.

On Feb. 2, there also will be a budget workshop with selectpersons, LaFreniere, department heads and the Budget Committee. A time and place were not listed on the time line.

Revised budgets are scheduled to be sent to select board and Budget Committee members on Feb. 11.

A budget meeting will take place at 6 p.m. on Feb. 24 in the library at the Spruce Mountain High School. The board and committee members will make decisions on department budgets at that time.

The following evening on Feb. 25, at the same time and place, selectpersons and the budget panel will consider budgets for the library, charitable organizations and civic organizations.

Warrant articles will go to Town Clerk Ronda Palmer on Feb 27.

A public hearing on all municipal warrant articles will be held at 6 p.m. on March 16 at the Spruce Mountain High School Library.

Absentee ballots will become available on March 27 at the Town Office.
