RANGELEY ­ — The Board of Selectmen unanimously authorized options for single-stream and pay-as-you-throw waste recycling programs to be presented to residents for a public vote. That vote could be scheduled in October.

“We’ll need to do a lot of public education before then, and it will take some time,” Selectman Rob Welch told the board at its meeting Monday. He said several informational meetings will be announced between now and October.

Transfer Station manager Rick Godaire voiced approval of the decision.

In other business, Town Manager Tim Pellerin announced a public meeting at 5 p.m. Monday, April 6, to discuss the Safe Routes to School sidewalk project. The meeting will be in the Rangeley Lakes Regional School’s all­-purpose room. The state Department of Transportation will provide funding.

Municipal Clerk Ethna Thompson announced a public meeting will be held at 6 p.m. Thursday, March 19, at the Town Office to present the proposed budget for fiscal year 2016.

She also said she and Pellerin have studied the website offers of three Internet providers and recommended CivicPlus, a company from Kansas that works only on websites for municipalities and manages websites for approximately 1,800 communities.

CivicPlus personnel projected a four­- to six-­month website construction period, but Thompson said she expects the procedure to go faster because she has already done much of the preparation.

Pellerin received authorization to sign a four-­year contract with CivicPlus, that will cost the town $5,750 per year, which will come from the reserve account.

The project will interconnect with software the town already uses, will provide links to the school, the chamber of commerce and other local sites, and promises ease of use for both public and administrators.

Airport Manager Rebekah Carmichael has completed the study necessary for her position and been awarded a certificate by the Maine Department of Transportation. She has enrolled the Rangeley airport in a program that encourages small-plane pilots to visit rural airports around the state. Lifeline air rescue has requested possible use of one of the airport’s hangars for emergency de­-icing.

The board unanimously elected Dorothy Mosher as health officer until Dec. 31, 2018, and granted Granted an outdoor festival permit for the Rangeley Health and Wellness Pavilion’s annual summer concert.

The Sewer Department has been working on pump stations 2, 3 and 4; Parks and Recreation is building benches for the ballpark; and the Road Commission will post heavy load signs this week.

Town Manager Pellerin thanked new Administrative Assistant Traci Pitt for organizing files and commended all department staffs for doing an excellent job.
