AUGUSTA — A Scarborough man who caused a crash that killed a husband and wife in Winthrop in 2013 has issued a tearful apology to the victims’ family.

Prosecutors on Tuesday in Kennebec County Superior Court dismissed two manslaughter charges against 45-year-old Jeffrey Ray, and instead he admitted to two civil counts of committing a motor vehicle violation causing death.

The Kennebec Journal reports that Ray’s license was suspended for three years and he was ordered to pay $4,000 to a scholarship fund.

Authorities say Ray was driving a box truck on Nov. 21, 2013 when he rear-ended a van occupied by 80-year-old Napoleon Richard St. Laurent and 74-year-old Patricia St. Laurent, which stopped to make a left turn. The husband died at the scene, his wife died four days later.
