LIVERMORE — Voters at Monday night’s special town meeting authorized a $250,000 tax anticipation note from Androscoggin Savings Bank and approved financing equipment to replace a backhoe.
Administrative Assistant Carrie Castonguay said previously, “When we did our town meeting in June we didn’t include the financial statement on the debt service article.” The special town meeting was called at the town attorney’s recommendation to correct that oversight.
Attending the meeting were Castonguay, and residents Town Clerk Renda J. Guild, Treasurer Amy Byron, road foreman Roger Fernald, Selectpersons Megan Dion, Tom Gould, Peter Castonguay, Mark Chretian and Tim Kachnovich, and Darryl Brown and Dwight Hines.
Brown was elected moderator.
Hines asked how the meeting was publicized and Guild said it was posted at Guild Country Hardware and at the Town Office.
Hines said it should have been put in the newspaper.
Byron said only two notices were needed and the posting had to be done seven days prior to the meeting.
Hines voted against the tax note article, which listed an annual interest rate of 2.71 percent, because he objected to the meeting not being advertised in the newspaper.
The article approving money to replace the 1995 Case backhoe included appropriating $123,182 and authorizing town officials to issue general obligation securities to fund the acquisition.
Dion asked if this hadn’t been done at the town meeting.
Byron said the financial statements weren’t included and the town’s lawyer recommended doing it this way.
Gould said the article tightened up the specific amount that would be borrowed.
Hines voted against the article.
The selectboard met after the town meeting.
