PARIS — A former Oxford County lieutenant was paid $100,000 in a settlement agreement with Oxford County and the Oxford County Sheriff’s Office in return for his resignation and the dismissal of his complaints with the Maine Human Rights Commission.

Brian Landis was placed on unpaid leave in June 2017 following his arrest on a misdemeanor domestic violence terrorizing charge.

In November, the Oxford County commissioners voted to ratify a settlement agreement between Landis, the county and the Sheriff’s Office.

At the time, interim County Administrator Tom Winsor said the agreement was confidential.

The Sun Journal obtained a copy of the agreement by filing a Freedom of Access Act request with the county.

According to the settlement agreement,which was mediated by an attorney with the Maine Human Rights Commission, Landis received the $100,000 in three payments:

• A $25,000 check “for alleged non-wage reimbursements” to be reported on a 1099-MISC tax form;

• A $25,000 check representing “payment for alleged lost wage damages” to be reported on a W-2 tax form; and

• A $50,000 check payable to Dow’s Law Office in Norway for “all legal services for (Landis) for this employment related dispute.”

The agreement called for the dismissal of Maine Human Rights Commission complaints upon receipt of payment, a mutual confidentiality agreement, and for Landis to voluntarily submit his resignation by Dec. 15.

According to the agreement, Landis cannot be reinstated or rehired by the Oxford County Sheriff’s Office.
