JAY — The Select Board has scheduled a public hearing for March 11 to discuss parking on a section of Old Jay Hill Road, from the old railroad trestle to Route 4.

The board also voted Monday to put a town-foreclosed property on Barker Street out to bid for a minimum of $15,000, Town Manager Shiloh LaFreniere said Tuesday.

The owners of a house on .28 acres had until Monday afternoon to pay past-due sewer fees totaling $1,283.15, LaFreniere said.

The town foreclosed on the property in January, but owners are given an additional 30 days to redeem the property. The mortgage company paid the taxes.

Town Clerk Ronda Palmer followed up on every option she could, including phone calls, to get the sewer lien paid, LaFreniere said.

The property will go through legal review before it goes out to bid.

In other matters, LaFreniere said parking is a concern on a section of Old Jay Hill Road. Last year, there was an accident in which a vehicle hit a parked car. The town has a traffic ordinance that is overseen by selectpersons and need not go before voters to be amended.

The ordinance stipulates there is no parking on the south side of the Old Jay Hill Road, from Pole No. 82 for a distance of .3 miles to Pole No. 93. The problem: Those poles no longer exist, LaFreniere said.

An annual winter parking ban on roads prohibits parking from midnight to 6 a.m. between Nov. 1 and April 15, according to the ordinance. Vehicles cannot park on any street for more than 30 minutes during the ban, except for physicians on emergency calls.

There is also no parking during storms so plow trucks can clear snow from the roads, LaFreniere said.

Selectpersons plan to hear residents’ concerns during a public hearing scheduled for 6 p.m. on March 11 at the Spruce Mountain Library.
