Mortimer was attempting to cross the four-lane highway in the area of 603 Center St. near the entrance to Target about 10:36 p.m. He was going against the flow of traffic and in an area not marked as a crossing, Cougle wrote.
He was struck by a 2023 Kia Carnival driven northbound by Bryan Paul, 54, of Altamonte Springs, Florida.
