PORTLAND —  A judge sentenced a Lewiston man Wednesday to more than seven years for being a felon in possession of ammunition.

U.S. District Court Judge George Z. Singal imposed a 77-month sentence on 27-year-old Shaiquan Moran-Stenson.

He will be on supervised release for three years after his release from prison. During that time, he will be barred from having any narcotics or alcohol and must participate in a program of drug and alcohol abuse therapy, as well as mental health treatment, as directed by his supervisor, according to court records.

Moran-Stenson will be prohibited from having any firearms or other dangerous weapon for which he may be searched if suspected of violating that condition of his release.

He will serve that sentence at the same time as an 18-month sentence for revocation of a term of supervised release on a previous felon-in-possession conviction in the Western District of New York.

In May, Moran-Stenson admitted to that violation and also pleaded guilty to the federal charge of being a felon in possession of ammunition.

According to court records, Moran-Stenson “wildly” fired multiple shots near 87 Bartlett St. in Lewiston in December 2021.

He was captured on video cameras at two homes firing shots across the street before running to a parked car, where he could be seen firing additional shots as a vehicle drove away, according to prosecutors.

The shots struck multiple buildings and trees, with a spent slug landing on the floor of a second floor unit in a nearby apartment building, prosecutors said.

Investigators recovered .40-caliber shell casings from the area as evidence of the crime.

Moran-Stenson was estimated to have fired a dozen rounds in all before fleeing the scene in a car, according to prosecutors.

At the time of the shooting, Moran-Stenson was on supervised release for a prior conviction and had been prohibited from possessing ammunition.

His attorney had been seeking a four-year sentence on the new charge plus two years of supervised release.

Caleigh Milton wrote in court records that her client’s childhood was marred by instability.

“To say that Shaiquan had a difficult and unstable childhood is an understatement,” Milton wrote in her sentencing memorandum.

“He essentially grew up in chaos,” she wrote. “Shaiquan’s mother was a drug addict, which resulted in his placement in multiple foster homes. When he was with his mother, he would be beaten with a belt as punishment for acting out. On multiple occasions, he was removed from his mother’s care. At one point, Shaiquan lived with his abusive grandfather. When there was no foster home available to him, Shaiquan was placed in a group home.”

The Lewiston Police Department, Portland Police Department, and the Bureau of Alcohol, Tobacco, Firearms and Explosives conducted the investigation.
