The Selectmen’s Meeting held on November 20, 2023, saw a variety of updates and community discussions. Chaired by Ethna Thompson, the meeting commenced at 6 p.m., and all Select persons were present, establishing a quorum.
The meeting started with an open public hearing regarding the extension of the Solar Moratorium. The moratorium is under the scrutiny of the Ordinance Committee, which is diligently working on the Alternative Energy Ordinance draft and is expected to be ready for the June Town Meeting. The draft has undergone legal review, paving the way for future discussions.
Mike Soboleski, State Representative, addressed the Select Persons to provide insights into recent bills affecting the Town of Rangeley. Essential Programs and Services funding aimed at reducing the tax burden on residents was discussed. Additionally, the potential creation of a 14,000-acre wildlife refuge behind Sugarloaf, managed by the Federal Government, was introduced. Soboleski also highlighted the Saddleback House Grand Opening and the imminent implementation of Maine’s Paid Family Leave program, effective January 25th. The program, costing around $400 million annually, will be a substantial endeavor for employers and employees.
The Rangeley Skate Club presented plans to relocate the Skate Shack six feet onto the Haley Pond Park’s side, maintaining all other aspects. Jim Jannace, from the Park Commission, gave a comprehensive update, exploring the possibility of a dog park at the Town Park, an ice rink atop the basketball/tennis courts in Oquossoc, and developments regarding the Library and Lake Loop Trail, and playground equipment. Jim Jannace also provided an update about pickleball, and they are looking at the possibility of getting some temporary Nets so that one tennis court can be converted into up to four pickleball courts.
During the meeting, several consent items were unanimously approved. These included the extension of the Solar Moratorium for 180 days, a Revocable License Agreement with Brackett’s Pumping, Inc., and the appointment of Cindy Egan to the Comprehensive Plan Review Committee.
A letter was briefly addressed around the proposed Sign Ordinance, which was discussed with the board, expressing appreciation for community feedback; however, the letter will be sent to the ordinance committee to incorporate as needed.
The Banking Services and Investment RFPs were tabled for further discussion in a workshop scheduled before December 18th.
Joe Roach, Town Manager, provided an operations update, which included installing new lights on the Giving Tree and information about the playground closure for safety cleanup. Vacancies on the budget committee were discussed, emphasizing their short-term and importance to the town.
Jeff Martin received thanks from the board for his service to the town. The meeting also addressed the Homeland Security Body Cams, which are yet to be purchased, and the recruitment of a police officer, to be continued in an executive session.
The meeting concluded with a somber note as Jim Stone was recognized for his years of service as a selectman and his significant involvement in the town. Stone passed away during the week, leaving a notable void.
The meeting adjourned at 7:32 pm, highlighting the ongoing efforts and collaborative spirit within the Rangeley community.
