Prisoner Transport Services investigator Lt. Christopher M. Snow reminds me of the Nazis who denied the Holocaust death camps, the Confederacy that claimed slavery was good for the slave, and the tobacco companies that firmly stated that cigarette smoking does not cause cancer.

He and anyone affiliated with this foolhardy scheme to economize is guilty of crimes against humanity.
