AUGUSTA, Maine (AP) — Independent candidate for Maine governor Eliot Cutler is outlining a welfare-reform plan that emphasizes work, tiered benefits and greater accountability.

The nine-point plan is to be presented Wednesday afternoon at the State House in Augusta.

Cutler faces Democrat Libby Mitchell, Republican Paul LePage and two other independents in the race for governor.

LePage has said he wants to revisit welfare eligibility requirements and create lifetime caps on benefits. Mitchell has said job creation is the best means to end dependence on welfare.

The conservative Maine Heritage Police Center last week released a report calling Maine the most welfare-dependent state.
